This is because students were unable to have any social interaction for a long time, causing them to feel alone and/or hopeless.

President Lyndon Johnson signed the Elementary and Secondary Education Act in 1965. It also donated money to give schools materials to schools with low-income students.

President Bill Clinton signed the Educate America Act which had goals of increasing high school graduate numbers, and created high quality programs.
