The student made remarks saying they were "letting the girls win". They also were debating on which gender was smarter. Mr. Bill could have seized the opportunity and gave the class a quick lesson on sexism instead of condoning that behavior.
-Instead of letting the game be split into two specific genders he could have also introduced a different type of way to split the class, not all students identify easily as a "boy" or a "girl".

He could have simply discussed a quick topic of sexism or stereotypes to keep children from practicing those ideas.
Mr. Bill could divide the class on a preference of color, by their birthdays, or by simply numbering them off randomly. Not all students identify as either of the two genders presented.

If the class chose something that would imply a bias within the classroom then the teacher should have stepped in. Mr. Bill and other teachers can easily make a list of ways to split the class and then the students can choose from there. Ensuring all of these ways will be free of exposing kids to sexism or stereotypes of course.

Create a bias free zone within the classrooms of all schools. There should not be an idea of a gender being more intelligent than the other and kids. Or thinking that everyone identifies by one thing or the other strictly. All teachers can start enforcing this in their classrooms by making lists of what children can choose from. Long-term teachers can squeeze in a few minutes to inform their students that even if they think their comments are good natured that if they in any way sound harmful to others, they should not be said.

Communication is always key. This also can be applied within the classroom. The teacher can communicate with their students for all of this to be avoided. Everything can be discussed with the students so they don't carelessly make these remarks.
Making these lists and giving them options for them not to find themselves in the wrong.
