1) a. NWG in Lithuania is created by forming a group of different members from different backgrounds: researchers, NA for Erasmus+, LiJOT, University representatives, Stakeholders (Ministry of Social Security and Labour and Department of Youth Affairs, Ministry of Education, Science and Sport), Non-Formal education centre, Association of Regional Youth Coordinators. The forming process starts when LiJOT forms a document and sends to all candidates, then the Ministry of Social Security and Labour accepts the candidates and starts working (we only have communication via email and live meetings - once in a 6 months). NWG works as advisory body in Lithuania. All activities are implemented by LiJOT and some MO's.
b. Yes.
c. National, regional levels.
2) a. Stakeholders are only participating in the NWG activities.
b. Surveys, online and direct consultations, EUYC is established in traditional LiJOT events: forums, assemblies, conferences and etc.
c. They participate only in live or online consultations.
3) We don't have a "national strategy" for EUYD, we have our action plans and LiJOT strategy where EUYD is a prioritized bullet point. + We have a lot of representatives from different background, NA for Erasmus+ is included in the NWG, we use a lot of non-formal education methods, we are not attached to schools and school students, we are trying to reach as much as we can via EURODESK LITHUANIA NETWORK. We have our own brand for EUYD: "GET INVOLVED. YOUR OPINION MATTERS", this helps us to be more creative and to have a brief communication campaign only for this process that is really difficult for young people to understand it.
- We need to involve more diverse young people, especially from rural areas. We don't have ambassadors network. We are stuck in the same social area with pro-active young people. We need to use more digital tools and activities.
4) We were thinking about various activities and the structure for our new ambassadors network, the main idea was to have an open call in Lithuania for Open Youth Centers, Youth Workers, Youth Organizations to have minimum 1 ambassador from 1 municipality (60 municipalities = 60 ambassadors). Then we could have a seminar for this peer network in summer'19.
5) We had an official page for EUYD until December'18, but we decided to shut it down, because there was a lack of interest from young people. We are going to create a section in our site (www.lijot.lt), we also have a section in www.zinauviska.lt - which is a page for young people about opportunities (EURODESK LITHUANIA NETWORK manages it).
The last article about EUYD: http://www.lijot.lt/en/news-index/144-en/news/1002-eu-youth-dialogue-in-lithuania

Young People from all over the country can attend. There is so 'selection' process and we try to be as inclusive as possible
b) The National Youth Council organises the working group and its consultation events. The council works closely with the Department of Children and Youth Affairs.
c) The national working group is integrated into the Better Outcomes Brighter Futures policy framework (see below) for children and young people.

a) so through the structures of the decision making processes The National Youth Council of Ireland and The Department of Children and Youth Affairs work on the focus/theme/recommendations with the NGW of young people to bring about change. Ireland tends to remain only at national level as it seems the infrastructure is not there to facilitate local action/projects.
b) Usually consultations are held with young people by young people whom have been trained in facilitation methods from around the country in Dublin discussing these themes. Using the online website Basecamp we try to remain connected in between consultations which at times can be few and far between. However this tends to slow progress.
c)Of course young people are included in the implementation.... the process is youth led.... its in the name YOUTH Dialogue ;)

Advantages : we can have discussions and Partnerships with stakeholders from various levels as representative from Ministries are linked to the NWG while the Regional EUYD involves more local or regional representatives. This allows the EUYD to match with more local realities and to involve more people in the implementation of the consultation and dissemination events.

Disadvantages: we need to improve the links and the mutual relationship between the National level and the regional level.

We need to avoid a top down approach and to use NWG and the National compaign to promote local and regional initiatives and programmes and vice versa.

The issue is to do so that everybody can be involved, motivated, valued.

We need maybe a concrete interface between these levels.

4. We have a toolkit to implement the EUYD at a regional level, aiming at fostering relations between regional stakeholders.

Involving regional stakeholders allow us to face regional issues and realities.

We plan to promote regional and local initiatives on our social medias while the regional and local levels would also implement the EU and national recommandations which can be found in the Manual we have written after the last cycle.

A mutual relation is needed.

We take quite a relaxed approach in terms on the 'cyclical' process of the Dialogue... as we are trying to bring about tangible change.. not just recommendations we stick with the projects long after the cycle is over.... we are the consultation, facilitation, implementation, provocation, political motivation machines that keep it moving. This at times can frustrating as real policy/tangible change can be hard to achieve.
its about constant lobbying and following up...
