The organization was modeled after the very militant Black Panther group of the African American Civil Rights Movement. This group aimed to defend the rights of Latin and Mexican Americans.

Initially the response to the movement by both state and federal governments was very negative and violent. They were heavily under surveillance, constantly infiltrated and repressed by government informants. Sites for protests became very violent with participants often being the victims of police brutality. The government did pass legislation that did help Mexican Americans. For example:

- Hernandez v. Texas asserted that all nationalities and ethnicities in the U.S. had equal citizenship rights under the 14th amendment.

- Mendez vs. Westminster stated that segregation of Mexican American children was unconstitutional and harmful to the assimilation of Mexican Americans into the U.S.

The movement was overall very successful as it drew greater attention to the issues many Latin and Mexican American faced on a daily basis and gave them better access to educational tools and material as well as more job and political opportunities. One drawback, though was the rise in militancy to achieve the goals of the movement several organizations used, which led to violent encounters with law enforcement.
