Although it is the job of the cafeteria workers to clean the cafeteria, it is the students who are creating the mess, and therefore the problem. For the mess that does occur from my experience it is from a couple of students who I feel should be punished more harshly. For example I have seen   students throw food across the table and all the teacher does is tell them not to do it anymore. Then when the teacher walks away that start again. Reminding the students at the end of lunch to pick up their trash has been effective in my opinion. A strategy I think would be more effective would be to dismiss the students in sections.
