If the person would have provided some examples of where they excelled and the skills that they had, then this cover letter would have caught my attention more. It is well formatted but I think that it lacks some crucial content. More details could be added to this cover letter. I'd suggest adding academic goals, and why you are passionate about this job. The resume should also not be relied on as heavily. If they read this first, and are not interested, then they will never reach the resume. Finally, the separation of the paragraphs seem uneven. I would also include more in the first line where they said they are applying for this position, like why they chose this place. I would also combine some of the paragraphs together.
