         <description><![CDATA[<div>Public and independent higher education governing boards differ in the way decision is made.</div><div> </div><div>Independent institutions boards are able to make decisions easier because they have higher endowment, more resources and are able to use those to launch or try new programs that can better help students. Decisions and rules are made at the board level.</div><div>Public institutions can’t make decisions without approval by the board of trustees and these decisions have to be in accordance with the state system of higher education. </div>]]></description>
