         <description><![CDATA[<div>Laws are created by sending a bill to congress then  both the senate and the H.O.R vote on it and if the bill gets voted on by the majority, it gets sent to the Judicial Branch where it is then looked over to make sure that it abides by the constitution. If it is constitutional, it gets sent to the president in order for the bill to get signed or vetoed. If the president signs it, a new law is born! </div>]]></description>
