         <title>Policies of Neutrality leading to Conflicts?  </title>

         <description><![CDATA[<div>In 1793, problems between France and America would emerge. In 1789, France went to war with Great Britain, so the Americans announced neutrality in the war. The French though did not care for this neutrality and sent a man to America to discuss diplomacy. His name was Edmund Genet, or "Citizen Genet," who instead of going to Philadelphia to meet the President and discuss with the government, went to Charleston instead. He not only tried to influence Americans to help the French, without Washington's permission, but he also defied the Neutrality act. This infuriated Washington and even told the French government to immediately have him (Genet) removed.&nbsp;</div>]]></description>

         <title>Trade Leading to Conflicts</title>

         <description><![CDATA[<div>Trade relations between the Americans and English would grow bitter in 1791. James Madison was threatening the British to impose trade restrictions on them, which would result in the British finally sending over a diplomat for the first time since the Revolutionary War (8 years removed from the war). The British would also often seize American ships, thus alarming Alexander Hamilton to make treaties with the British. So John Jay would be sent over, and resolve the conflict (With Jay's Treaty), but not gain enough promises from the British. However, the Americans did establish a new and better commercial relationship with the British and gained Sovereignty over the North West. </div>]]></description>

         <description><![CDATA[<div>Conflicts rose between American Natives and the U.S. as the U.S. began to expand towards the west. These Natives would sometimes be allied with European nations such as Britain and Spain. The Constitution did not go into detail about the Natives. It recognized them as independent states but did not see them as countries. This made it difficult for the U.S. the expand westward without making treaties and agreements with the Natives.</div>]]></description>
