A secondary source paper is closely related to a primary source paper, but it often analyzes a primary source paper. These papers covered various topics and can all be found on the Michigan Corpus of Upper-Level Student Papers website. 
These are some of the moves I found:
1. The opening Sentence lays out the topic right away, and the rest of the introduction paragraph lays out the road map for the paper.
2. The thesis is stated in the final sentence of the introduction paragraph.
3. Author digs deep into the source material.
4. The author often uses in-text citations to back up statements.
5. All papers use a format. 
6. Additionally, the authors act as guides through history, ensuring the reader is aware of the situation. They do this by stating their overall message in the opening paragraph. 
After this opening paragraph, they reinforce their statements with valuable in-text sources, showing the reader that the author has researched this topic properly. Researching the topic properly also shows the reader that the author has a deep understanding and that their words hold value. However, there is no set format for the genre. Chicago Manual Style is widely accepted as the format most attributed to history writing, but the format is often left to the discretion of the author or professor. 
However, this lack of clear precedent for formatting can confuse the writer and reader. 
In one of the papers I read, there was no heading for the cited sources. In another paper, they mentioned various in-text citations but only cited one source at the end of their paper. The authors use the opening paragraph to inform the reader of the topic and then explain why it is important in their thesis statement.
The authors do this with comprehendible language backed with facts. A plethora of sources back almost every statement made by the author. While the delivery often leaves a bit to be desired, due to the density of the papers, the language is direct and makes statements backed by factual evidence. 
Having a consistent format can avoid havoc and distract the reader. Often the author goes into great detail discussing the matter at hand, and while this can seem mentally draining, this style of reading can benefit you with enough discipline. 
As Paul Teed mentions, the more you read, the better you will become at it. Additionally, the more you let yourself fall into the reading, the more you will notice how the genre is written. What Paul Teed mentions can be applied to any genre.
These concepts are also important to remember as history as a genre always evolves. How the genre was written 100 years ago differs from how it is written now.
