Acting Transportation Secretary Giovanni Lopez emphasized that this operation aims to tackle issues such as extended waiting times, inconsistent public utility vehicle (PUV) schedules, overcrowding, and unsafe boarding conditions. Lopez cited his personal experience commuting to work last week as a driving factor behind this initiative.

‎According to the monitoring data by the Land Transportation Franchising and Regulatory Board (LTFRB), the number of PUVs operating during peak hours is significantly lower than the authorized number for Commonwealth Avenue routes. This shortage leads to discomfort and safety hazards for commuters.

‎The Metropolitan Manila Development Authority (MMDA) and the Quezon City Department of Public Order and Safety (QC-DPOS) will support the operation by installing clear signages, wayfinders, markers, and barriers at designated loading and unloading zones.

‎"Nagpapasalamat tayo sa mga katuwang nating ahensya kasama ang LTO, LTFRB, MMDA, PCG, QC - DPOS at Philippine Coast Guard dahil sa initiative na ito tanging layunin talaga ay mapagaan yung araw-araw na commute experience ng ating mga kababayan," acting Secretary Lopez said.

‎"Pilot run pa lamang ito para makita natin kung saang mga lugar kailangang magdeploy ng mga personnel at kung gaano karaming PUV's ang dapat idagdag para hindi araw araw-araw nakikipagsapalaran ang mga pasahero para lang makasakay," he added.

‎Moreover, the inter-agency effort will involve deploying government personnel to key stations to assist commuters, particularly senior citizens and persons with disabilities, in boarding and alighting PUVs. These personnel will also monitor PUV headways and dwell times to optimize traffic flow.
