Large states felt that the number of representation should be based off of the states population. They thought that since they have more people they should have more representatives. Small states said regardless of population, they believed that states should be treated equally. They created the Virginia plan and the New Jersey plan. The south states wanted to count the the slaves part of the population for representatives but not taxes, and the north states wanted to allow states to be counted for taxes but not representation. So they came up with 3/5 compromise. that means that five slaves equal three people counting population.
