Because Sam and his sister are black and Sam wasn’t there for 5 years they only looked at that fact and not the fact that they needed help in their life and had everything to qualify for the loan.

Bucky Vs. Sam

The cops stereotyped Sam as a black man and thought he was attacking Bucky just because he looked angry about the conversation that they were having, it had nothing to do with the police but they decided to bud in because a black man was involved.

Sam and his sister figured that this was going to happen because they were black and in a hard time just seeking some help from the banks which are run by white people.

These scenes are one right after another and just as Isaiah told them that you cant decide to be better the police showed up and tried to detain Sam for something they think he did but actually did not.
