How does the 2-Year GOS cycle work?

This is a very common question, let's break down the steps:

Your (eligible) organization applies for the 2-year grant, example: FY26/27 grant cycle.

FY26 = The State of Utah's 2026 fiscal year, which runs July 1, 2025-June 30, 2026. This is Year 1 of the two-year cycle.

The FY does not refer or align with your organization's FY!

If awarded, your grant contract will be for a specified amount, and you will be expected to use ALL of the funds within the state's FY26.

You will not fill out a new application for FY27 (Year 2), but you will submit a report that describes how you spent the funds. (see other posts about report info).

You will need to submit a report every year, regardless of whether it is an "on year" for applications.

After approval of your report, we will contract with you again for FY27. This typically happens in July once grants have been approved by our board.

The award amount could change based on our legislatively appropriated budget. We would send updates to all grantees about the new amount.

You would submit another report at the end of the FY27 year (around June 2027) to explain how you spent the FY27 funds.

During the FY27 year, the new application for the next round (FY28/29) would open. This typically happens in Jan/Feb and closes in March.

We get a lot of questions around fiscal years. Many of our orgs operate on a different fiscal year than the state's FY.

The state FY is: July 1 - June 30.

When applying for GOS, and when using GOS award money, the only thing we ask for you to remain compliant is this:

ensure you are using the grant award for eligible expenses during the state's fiscal year.

What does this look like in practice? Let's look at an example:

ABC Organization's FY is October 1 - September 30. They receive a GOS grant but don't receive the 90% payment until December 30.

ABC Organization has 6 months to spend the funds (January - June) since there is 6 months until the end of the state's FY.

The grant can also be used to "back fund" operating expenses that occurred between July 1 - December 30, since this timeframe is also within the state's FY.
