How did President Eisenhower have the 14th Amendment on his side?

The 14th Constitution says that no state shall make or enforce any law that shall abridge the privileges or immunities of citizens of the united states. Nor shall any state deprive any person... liberty, without due process of law. Nor deny any person equal protection of the law. This means that the black students were equal as the whites and they shouldn't have been denied to go to the all white school which was highly funded. And shouldn't have been denied the right to be in any extra curricular activities.
