Most likely the best response would be to get away from the location and to a safe position but in case you cannot, utilizing good cover against the caliber of the round being fired might also help. If armed as well with a firearm perhaps taking an offensive measure and engaging the target however this is based on weapon ranging, distance from target, being able to identify your target, and whether or not you may accidentally hit a civilian. If I am close to any sort of vehicle I would hide underneath one. If I were in the middle I would do what I had to do to survive and if that means laying down and pulling someone else's already dead body over me so be it. What not to do is to run with a big group of people because you are with a big moving mass and would be the target. People assume that the best thing to do is to take off running but that draws attention to yourself. If you were to move the best way to move is slowly. I am not saying that you should leave your friends behind but if they already take off without you the only thing to do is survive. But I would get on the ground and just stay there until help arrives. But wouldn't run to the exit because everyone going to running towards the door. So the best thing to do is to stay inside and lay on the ground.

If the venue is inside there are only few exits. You really have to hope for the best to get out. If the venue is outside, and you don't know where the shooter is, you get down and use another persons body. As horrific as it sounds, you have to do what you can to live.
