One action I would recommend the plebeians take is to just stop doing their very important jobs, such performing agriculture and demand equal rights and power from the patricians.  This is an advantage that they have since they are the farmers of Rome. They should start just producing food for themselves and not the patricians until they get what they demand. This way, the patricians will have no choice but to do so, or negotiate with them. 
Another action they could've taken is to build their own separate civilization somewhere in Rome, away from the patricians and stop helping them. The patricians will most probably lose if they begin a war since they are a lot less than the plebeians, and since the plebeians were their soldiers. This would also put the patricians in a tough situation and give them limited options on what they should do.
