The water level inside the straw went up when the bottle was being put into the hot water because the water in the bottle expanded, due to the hot temperature. Water is a form of matter, thus, it occupied space in the straw. The water level inside the straw should go down when the bottle is being put into the cold water because the water in the bottle contracted, due to the cold temperature, thus occupying less space.

When liquids are heated they expand so when the liquid in the bottle was heated the liquid rised up the straw as there was no space in the bottle for the extra liquid to go.
