         <title>Background of Convention</title>

         <description><![CDATA[<div>The constitutional Convention is where they wrote the constitution which was at Philadelphia. The constitution was written on 1787. There was 55 delegates at the convention and the elected leader (President at the time) of the convention was George Washington. The different factions at the convention were the small states v.s large states, slaveholders v.s anti slavery supporters, strong central governments v.s weak central governments and the federalists v.s </div>]]></description>

         <description><![CDATA[<div>The first issue for the Constitution was the big states v.s the small states.<br>This was a issue because both sides had different views on the amount of representatives for each state. The large states believed that their amount of representatives should be based on their population while the small states believed all states regardless of population should have the same amount of representatives. This caused a major debate between the two views. For the Virginia plan they had a large state population and they wanted the amount of representatives to be based on population.  Then the New Jersey plan was based on small population and they wanted an equal number of Representatives for each state. The Great Compromise created two house congresses that has the senate and house of representatives.  Each state has two representatives and they are based on population with a total number of 435 U.S representatives. </div>]]></description>

         <description><![CDATA[<div>The second issue was how should slaves be counted in population? The major impact with slaves being counted, is the state's power in congress, and the amount of tax a state had to pay. The Southern plan was that slaves count for population but not taxes and this would give the south more power in congress so they could pay less in taxes. The Northern plan was yes to taxes not to representation, and they were afraid the South would have more power. The compromise was the 3/5 compromise which is that slaves count as 3/5 of the population and the Southern states counts for representation and taxation purposes. 5 slaves=3 people.</div>]]></description>

         <description><![CDATA[<div>The third issue is the views of trade from the North v.s the views of trade for the South. The Northern states were more industrial and they wanted the federal government to regulate trade. The Southern states were scared that regulation of trade would threaten sale of slaves and interfere with the export of of their agricultural products. The commerce compromise is where the North and South agreed 20 years to ban slavery and after that the South could allow slavery.</div>]]></description>

         <description><![CDATA[<div>The fourth issue was Federalist v.s anti federalists. The federalists wanted a strong national government and wanted a constitution. They then said no to the Bill of Rights and their leader was Alexander Hamilton. The anti federalists wanted a strong state government and they were against the constitution. Rather than the Federalists, the anti federalists wanted the Bill of Rights and the leader of the anti federalists was George Mason. </div>]]></description>
