In 2010 Parchman Penitentiary became the first in the United States to install a system to attempt to stop contraband cellphone use by prisoners. The state of Mississippi between 2014 and 2020 ended up cutting the state prison budget by $215 million. As a result of this, from 2019 to 2020, there were serious inmate safety and health concerns. The reports from this period showed that there were numerous problems such as broken toilets, sinks, and showers, a lack of mattresses for the inmates, unsanitary kitchen conditions, as well as poor health of the cells themselves. An investigation was commenced into the mental health safety as well as the safety against violence in the prison. This was followed by eight deaths within the prison from either suicide or violence. A lawsuit was filed by rappers Jay-z and Yo Gotti against the prison because of "inhumane and dangerous conditions". In 2022 it was reported that the conditions at Parchman were inhumane after the state neglected it for years.

Parchman Prison was built in 1901 and is the oldest Mississippi penal institution. Parchman Prison was the first of 3 state institutions to be operational in 1905. One of the most famous inmates that went through here was Elvis Presley's father, Vernon being incarcerated for check forgery. Booker T.Washington served time at Parchman for shooting a man in the leg for which he wrote the famous song, "Parchman Farm Blues". The prison had a reputation for using its prisoners to turn a profit. There were 3 principles that ran this prison: "the prison must turn a profit at any cost, armed inmates were effective, low-cost, guards, and corporal punishment was an acceptable means of control. " The working as well as living conditions only worsened as time went on with several prisoners filing lawsuits for maggots, rats, and sewage being found in living/working quarters throughout the 60's and 70's.
