This was made by a graffiti artist known as Banksy. 

This is a 2002 mural of a young girl letting go of a heart shaped balloon to represent children at play, and the balloon blowing away is to show a loss to the child, or a loss of childhood. He named this mural "There is always hope".

According to some articles there are two ways to can interpret the little girl. One is that she is reaching to get the Balloon (innocence) back. He leaves the viewers to ponder on his art, and he also leaves himself mysterious. 

Banksy did a great job fulfilling his idea of leaving the viewer to ponder. This art has been used for Syrian Refugees as well, which shows us that his art has an impact. He succeeds with leaving us to wonder.
