I think he should only face small consequences because he used self defense and the Socs had the intention of hurting both Johnny and Ponyboy, and also technically had the intention to kill Ponyboy. If Johnny hadn't stabbed Bob and killed him, the other Socs wouldn't have ran away and kept drowning Pony until he was dead.
