The government looked familiar to the previous government, as it was all/majority white. Black Codes and Jim Crow Laws were just a few of the Laws established to restrict the freedom of African Americans. Promises of 40 acres plots from the Freedmen's Bureau and General Sherman Field were never fulfilled and the South remained agricultural with the same people owning large plots of land. With little opportunity to leave freed African Americans would continue to work at plantations under owners as sharecroppers. Not much was changed as reconstruction continued and violence against African Americans increased.

They were not open to new ideas and continued to be fueled by racism and hate towards African Americans, overall would not change their racist mindsets. Sharecroppers were mainly white, and workers did not own the land they were working on, which led this to be the same as it was pre-civil war.

He enforced black codes and shut down programs which helped desperate people after the civil war. This ultimately led him to be the first president to be impeached and one of the worst in history for what he did in the reconstruction era
