Fill rate data is more operational and tactical in nature. Having fill rates as a strategic measure is a mistake.

In Con Ed, we have 500+ courses across 8 Program Areas; on average, we have a 27% course cancellation rate. This number continues to improve as we get a better handle on the optimal scheduling cadence. We can run most of our online asynchronous (OA) courses with only one student as we pay the instructor a per student rate ranging from $80 to $120. The max capacity for most OA courses is set at 999, so we will never have 100% full sections. For F2F sections, our course fill rates (and max class sizes) vary greatly depending on the product line (e.g., Welding - 100%; EMR and DENT - 70-100%; Business/Leadership - 50%; AutoCAD - 30-50%). A goal for Con Ed is to reduce our course cancellation rate. We also recognize that an OA course that consistently gets only one registrant needs to be reviewed and revised or sunset.

Agree, but we are not just looking to increase the fill rate - but find efficiency in the delivery (timing, alignment with other programs, ability to collapse/react to student demand). Creating a framework for everyone to apply in their decision making.

Access to fill rate information is relevant to the overall picture and in helping to identify opportunities to find efficiencies that will lower net course cost or margin improvement.
