The hashtag, much like many others is used as a sort of dumping ground for media outlets and everyday people alike to share stories, statistics, etc to support their view point. Recently, many of the tweets using this hashtag are pointing out the stat that in 2020 crime rates went down, data that shows survey results that the majoirty of people don't want to eliminate the police department, just restructure it.
