I think these programs are very important, especially for someone who is struggling with substance abuse and is really having a hard time to stop using.  In my community I always hear about how easy it is to get drugs, and how simple it is for someone who is sober to turn back to drugs, especially in the DC, Maryland, and Virginia area. Statistically Baltimore has some of the worst drug issues in the whole nation, and drug selling has only spread and increased.
 In my county and community alone, I have seen many people get clean and then fall back into their old ways.
