It can be hard to differentiate between what sort of data to use to inform instruction. There are lots of types of data analysis to use to inform instruction. This made us think about how assessments in literacy are typically a blanket measure, and can be hard to help determine the specific standards that would be best to focus on for a whole class. Baseline data for a whole class reveals very different things than an assessment for each specific standard.

The components that were highlighted of each tier: tier one is something that you potentially would already implement, tier two is more targeted, and tier three is the most intensive.

Data can be generally easier to collect in this approach since it allows (usually) a moment to go "hey, we need to monitor progress at multiple points."

Though, like others have said, BOY assessment may not necessarily be an indicator of future progress, past progression forward, or the rate of growth up to this point, and requires ultimately a universal, tiered approach to address all students while also progressing to focus in on those who are "struggling" with literacy.
