Even though Bhutan is striving and growing well, they still don't have a government to control the land and govern laws on the land. This resulted in chaos throughout the peaceful and beautiful country. This was until 1616 when a guy named Ngawang escaped into Bhutan as a refugee. He was able to spot the weak country and became the leader. Since laws weren't invented yet, Ngawang had a hard time trying to keep the land together but he was able to govern it until 1651 where he died.
