         <description><![CDATA[<div>One challenge is related to time. It requires time to think/plan to determine how (and why) to  innovate, but it also takes time to restructure/rebuild courses to match the innovation.<br>Another challenge is risk. There is a risk to making changes as there is no guarantee that an innovation will be successful. Risk can cause inaction/paralysis.</div>]]></description>
