Everyone is a safety auditor. Encourage individual to pick up items or findings around the ship which will allocate points to individual for submissions and awards at the end of each quarter for winner. There should be some reward system so as to entice people to subconsciously start culture of opening their eyes and pick out things to ensure safety of together.
