Before I can provide any relevant contributions I will need some clarifications.  Are you suggesting that there should be a vetting system for MCL consultants?  

I don't understand the questions, what is their role, what do they get and what is expected of them.  It seems to me answers to those questions will be determined by the consultant as they customize their services for the clients.
