Because they are legal and therefore aren't treated as seriously as illegal drugs, even though they can have the same or even worse consequences.

Why are they legal? Because the laws surrounding drugs aren't strong enough. When a legal high becomes illegal, the manufactures alter the substance on a chemical level, which makes the drug legal again.

Why aren't the laws strong enough? The dangers of drinking and taking illegal drugs are well explained, however the dangers of taking legal highs isn't as prevalent.

The key issue in regards to the use of legal highs is mostly down to lack of education. Young people are often visited in school environments by professionals who educate young people about the misuse of drugs and alcohol, however education about the dangers of legal highs is more scarce.

Research:(https://rereeti.wordpress.com/2015/02/03/why-dont-people-visit-museums-more-often/)

Why don't people visit museums any more? Because the internet has allowed us research and see anything we want to instantaneously

Why is the internet considered a superior method of learning about history in museums? Because younger people have grown up with the internet and don't see any other way

Why do young people rely on the internet so much when it comes to learning about things museums would normally teach us? Because of laziness. It is much easier to Google something or check the wikipedia page than visit a museum in person

Why are young people lazier than before when it comes to actively visiting museums? Because it is how young people have grown up. They could find the idea of visiting a museum strange or boring

Why do young people find museums boring? Because of a lack of interest. We are saturated with so many experiences nowadays that visiting a museum is just one activity out of thousands to choose from.

In her article, Tejshvi Jain states many reasons why there seems to be a decline in people attending museums. A lack of interest and a lack of knowledge about where these museums are located are the most important issues to solve. Not having an interest in museums could be connected with people not being able to find the time for visiting them. To solve this, there could be more convenient ways to plan trips to museums, perhaps the use of an app that shows the location and links to the main website of all museums in the area, and possibly having free entry days to encourage more people to visit them.
