The quote shares Winthrop's hopes to be a close patriotic community with similar goals in mind. O'Brien attempts to run away to Canada but cannot get himself to cross the border. instead he enlists int he military to do his duty and persevere through uncertain times. America has participated in many bloody wars and violent reforms in its history and each time America has come back stronger.
