Learners with specials will be at a great advantage when included in a combined school as they will be exposed to valuable social skills that they will need after schoolong. Also "normal" learners will learn to accept and work with learners that may have any form of special needs. The issue is that teachers need training and the necessary resources to be able to achieve a well combined learning environment. Bullying amongst learners has become more prevalent than ever. It has been known that children who are different become outcasts. Combining all schools could very possibly elevate this distress, impacting the learning process as well as their emotional well-being.
Special schools tend to specific special needs in order for these learners to succeed. 
However, combining all schools will mean more time being spent on ensuring everyone learns at the same pace when in fact they do not.

In my opinion, educators teaching at special needs schools are better equipped to support the children's' needs. Not only are the educators well equipped, but special needs school's infrastructure is also better aligned to the children's needs. Now, I am not saying that children with disabilities or special needs should not be allowed to apply to - or be enrolled in - "normal" schools at all. At the end of the day it is and should be the parent's decision. However, parents has to stop living in denial, when denying the needs of their children because of their own ego. Also, the department of education has to wake up and smell the proverbial coffee - which is accepting the reality that not all children are the same. Every child should be given the opportunity to receive the best education with the best support structure. Removing special needs schools robs special needs children of this opportunity. Just because some children has special needs, does not make them an abomination - and it certainly does not mean that "normal" children and society at large has this perception of special needs children. I think the department of education is poking and prodding at the wrong issues. We still still have "normal" children who are failing dismally due to various socio-economic factors. How do we address this and overcome this huge obstacle. Is it just to integrate special needs children into "normal" schools in order to give them a sense of normality. Why not teach children and parents that it is okay to be different, and that difference does not make them less of a human being. Our aim should be to build the character of children, and to improve their critical knowledge and thinking as they become adults. Removing special needs schools will only rob special needs children of the opportunity to quality education and support. So... I think inclusive education (as per the government definition) is possible.
