Although academies for girls existed, their curricula were limited to such “female arts” as conversational French and embroidery. The seminary’s first class consisted of 90 girls from across the United States who enrolled in mathematics, science, history, foreign language, and literature courses. Willard herself not only served as an instructor but even wrote some of the school’s textbooks. Troy Female Seminary soon gained a reputation as an outstanding institution. It proved to those who were skeptical that women were just as capable as men of comprehending difficult subjects.

The growth in number and importance of state testing programs accelerated rapidly in the 1970s and has continued to grow ever since. The growth in the 1970s reflected, at least in part, the enhanced role of states in education policy. In the academic year 1969–1970, the majority–53 percent–of the funding for schools came from local agencies; states contributed 39 percent and the federal government provided 8 percent. A decade later, however, the state share of education funding had increased to 47 percent, and state governments became the dominant source of funding for schools.

The Columbine shooting was, at the time, the worst high school shooting in U.S. history and prompted a national debate on gun control and school safety, as well as a major investigation to determine what motivated the gunmen, Eric Harris, 18, and Dylan Klebold, 17. Subsequent school shootings at Sandy Hook Elementary School in Newtown, Connecticut, and Marjory Stoneman Douglas High School in Parkland, Florida continue to raise questions about gun control in the United States.

Community leaders worried that even with private charity schools, many children were missing out on an education. The children who needed instruction the most were those whose parents didn’t follow a religion, so they were unlikely to attend a church-run school. Members could join the Free School Society for eight dollars in annual dues; for twenty-five dollars, a member would be entitled to send one child to the Free School; and for forty dollars a member could send two children.

The NDEA authorized the use of over $1 billion over the course of seven years to improve science, math, and foreign language, classes.

The new law addressed barring states from discriminating against race gender nationalty or color and that public schools offer English classes to those who don’t speak it. The EEOA stated that schools have to accommodate students regardless of nationality and provide the resources necessary for students that don’t speak English. This ment that schools had to offer English classes for those who don’t speak it and classes in their native languages. In 1974 the Supreme Court ruled that schools offer classes in a students first language while they learn English as a second language. In 1982 the Court ruled that undocumented students both have the right to attend public schools and are obligated to do so, the same as all American children.
