I disagree that conservatives are focused on preventing negative outcomes, at least across the board. They only do this when it works for them. If they were actually focused on this, they would, for example, encourage access to birth control/contraception and advocate for universal healthcare. Reasonably speaking, these do prevent negative outcomes so far as the health of the population is concerned.
