One of our largest programmes – the World Risk Poll running biennially since 2019 - provides publicly available data on perceptions and experiences of risk from over 120,000 people in up to 140 countries. The 2021 data which is launching this year will include findings on worries and experiences related to disaster resilience. Insight from the Poll will be used by influential bodies, grassroots organisations and researchers to develop relevant and relatable policies that save lives and improve global safety.

Until 2017, he was Senior Disaster Risk Management Specialist at the World Bank. He was leading investment projects in urban development, disaster risk management, meteorological, hydrological and early warning services in DRC (US$8 million), Mali (US$33 million), Niger (US$107 and US$65 million), Burkina Faso (US$33 million), and developed post disaster recovery and reconstruction projects following the floods in Burundi (2014, US$25 million) and Mozambique (2015, US$40 million).

Before joining the World Bank in 2011, he worked with a variety of national agencies, non-governmental and international organizations, research institutes and private companies, in France, Mali, Burkina Faso, Bolivia, Thailand, Vietnam, the United Kingdom, the United States of America and Switzerland. He contributed to the setup of the WMO Disaster Risk Reduction Programme between 2004 and 2008 and as such contributed to the Third International Conference on Early Warning Systems in 2006. He supported the development of French disaster risk management public policies as part of the National Platform, and coordinated the European Network of National Platforms for disaster risk reduction, on behalf of the French government, from 2009 to 2011. He managed a water resources project in Bolivia with Kürmi NGO, developed runoff and sedimentation physical models in Thailand and VietNam with IRD research institute, and analysed global climate trends with UNEP (in Geneva) and University of East Anglia (in the UK).

We are organizing a CREWS session at 12th Global Dialogue Platform with a Session Theme: "Increasing Access to Financing for Early Warning and Anticipatory Action: From Last Mile to First Mile."

Early Warning Systems (EWS) are critical enablers of anticipatory action, designed to provide timely forecasts and reduce disaster impacts. However, immediate access to financing remains a barrier, especially for national and local actors in Least Developed Countries (LDCs) and Small Island Developing States (SIDS).

Key Points:

1. Governments must prioritize financing for Early Warning (EW) and Anticipatory Action (AA) in disaster strategies.

2. National Meteorological and Hydrological Services (NMHS) should be integral to Disaster Risk Reduction (DRR) discussions.

3. Development partners are called to make financing accessible, diversified, and sustainable.

CREWS Initiative Contributions:

• Strengthens NMHS capacities for accurate forecasts and forecast-based financing.

With a background in technology and a passion for community engagement, I have been a vocal advocate for improving how authorities communicate with citizens before, during and after disasters and emergencies. 

Recognising the limitations of traditional communication channels, we developed UgoRound as a decentralized, web-based platform that enables local authorities to efficiently disseminate critical information on a web based Alert and Incident Map. The Map can then be linked to the DRR agency or local government website. The system prioritises user privacy—requiring no personal data from recipients—and ensures alerts are hyper-localized and contextually relevant to those at risk.
