Because no one creature is perfect and survive under any circumstance. 

The setting is: A nuclear fallout
BG story: Mr. Orange started a World War and humanity got nuked back into the stoneages.

The Creature is, a mutated combination of a human, roach, and an owl.

The roach got high survival instincts with high adaptability. Their traits also make the creature more agile and the ability to fly in short distances. Because of this, it can also lay eggs = more offsprings, ensuring the survival of this horrid specie.

Human's physiology makes the creature physically bigger. With opposible thumbs, it enables the ability to use and create tools. With a hardshell skull structure to proctect the brain and a strong backbone, enable wider neck movements. Human limbs also allow the creature to swim on radioactive waste puddles. Human traits also allow the creature to form packs and small pockets of society to better survive the wastelands.

The owl's eyesight allow the creature to have superpower vision, allowing them to see things with minute details at long range, and nightvision. The owl neck and head structure can also turn 180 degree like a turret to scout out the surroundings for possible dangers.
