How did the issue of recreational marijuana become an issue of Federalism?

The issue of recreational marijuana is a federal issue because at the federal level (U.S. Gov't), marijuana is an illegal drug with no medicinal value, BUT as of right now, 8 states AND Washington, D.C. have legalized recreational weed in some way. State and Federal gov't are in a back-and-forth argument about whether or not the issue should be JUST a state issue, or an issue that needs to be regulated by Federal government.

What are the main points for this to remain a state issue? A federal issue?

One argument for this to remain a federal issue is that recreational marijuana is STILL illegal at the federal level although states have their own right to legalize it. Some want it to remain a state issue because of the process the federal gov't will have to go to and declassify it as a drug with no medicinal value. Basically, federal gov't wants the issue to remain on the states so they don't have to pass any new bills or do expensive research.

I believe that the issue of recreational marijuana should be a federal issue because PERSONALLY, I think as a country, issues like this should be handled from the top. It doesn't make sense to me that individual states have to go through the process of legalization when the government of the country won't even go through the process of changing the Controlled Substances Act (CSA) and researching marijuana to declassify it as a Schedule I drug with no medicinal value. That was 1970. If by now, states can determine marijuana's medicinal value, the federal government should as well.
