Keeping the people busy is The Party's way making sure that no one questions their actions and beliefs, so constantly pressing needless wars on the people keep focused on outside affairs. The current war is unnecessary as the reasons to continue are baseless, "They are too evenly matched, and their natural defences are too formidable...there is no longer, in a material sense, anything to fight about." (Orwell 236). The primary aim of war is to keep society dependent on the military. As long as there is war, society is secure and stable in their industry. In Goldstein's book, he acknowledges how "The problem was how to keep the wheels of industry turning without increasing the real wealth of the world. Goods must be produced, but they must not be distributed. And in practice the only way of achieving this was by continuous warfare." The military intentionally depletes resources so that there is no raised standard of living. alignment."(Orwell 237). This is a delicate balance where the other two cannot take over the other, and in a way creates a form of peace. While the war devastated the world and brought mostly tragedy, it also increased the desire for new technology. Certain backward areas have advanced, and various devices, always in some way connected with warfare and police espionage, ...the machine did raise the living standards of the average human being very greatly."
