According to <a href="https://www.futuresofpalmbeach.com/addiction-research/history-impact-prohibition-america/">https://www.futuresofpalmbeach.com/addiction-research/history-impact-prohibition-america</a>, ""Gangsters involved in organized crime families (i.e., the mafia) saw an opportunity to profit from Prohibition and muscled into the illegal business of manufacturing, transporting, and selling illegal alcohol." So, while Prohibition was meant to decrease crime, it ended up increasing it as Prohibition opened more opportunities for criminals.</div>]]></description>

People found loopholes to make "non-alcoholic" mixtures that weren't technically illegal. Some criminals sold these mixtures for profit.</div>]]></description>
