I think that the meaning of רמה in this case is threw into/ forced into because it's saying that Moshe and ב"י sang this song to Hashem and they said they'd sing it to Hashem because of his amazingness to throw the horses and riders into the sea.

I think רָ֥מָה means triumphed in this case because it is an idiom with the next word קַרְנִ֖י to make it translated the way it is. If the word is just translated alone it would be lifted up, but this does not make sense in the pasuk. In the pasuk, Channa is praying to Hashem and she says she is victorious because of God. It would not make sense to say the horn was raised because of god when compared to the topic of the pasuk.

The occurrence of רָמָ֥ה is at the beginning of Az Yashir is the beginning of the recap of the events of the exodus of Egypt in song form. In the Pasuk it says how God hurled the Egyptians horses and chariots into the sea that God just split for the Jews.

In יחזקאל where it mentions the word רָ֥מָה, the topic of the pasuk is that יחזקאל is telling everyone to build a hill or mound in every courtyard. Rashi says the reason for this is to make an altar in every courtyard. Other translations would not make sense in this case with an exception of hill or mound.
