1, The cause of criminal behavior is poverty which, people have no money to survive so they start to rub and steal.

2, From my personal perspective, poverty is not always the cause of crime since many of the crime's motivation is not about money. For example, "whoring" might due to the desire of body, they may just want to satisfy their body wants. In this case, crime is not because of poverty. However, in other case, poverty may be a cause of crime. For example, people may choose to rub since there is no enough food to eat. Thus, poverty is not the parent of all crime, but some crime.
