-Submitted earlier in the summer, withdrawn and resubmitted in October 2017
-According to submitters, 79 Fulford Rd not a conservation area, however it might be according to the City of York Council map
-Building is not listed, and is not adjacent to any listed buildings. Closest is 103 Fulford Rd
-However has historic structures on site: the stone arches and the coach house towards the back of the building. The proposal plans to incorporate both of these 
-Two grade II listed buildings within view of the site: the Light Horseman Public House, and The Lodge on Grange Garth
-The proposed plan has met with multiple objections from neighbours due to the proposed site's interference with the adjacent buildings, and the back balconies of the buildings would be looking onto the school playground & a neighbour's garden
-Another objection for the cafe on the grounds that customers will take up residential parking
-Not a flood risk
-A soft strip removal of fixture, fittings and modern elements is proposed under
the current demolition notice and temporary support will be given to the
remaining original fabric. Following this a detailed survey and analysis will be
undertaken and the elements scheduled for retention and restoration in the
proposals. 

Comments:
-I think this proposal is flying too close to the sun! Maybe should downsize
-Should not interfere with adjacent buildings
-Ambitious design
-Small Cafe, doesn't seem to take into account the space needed for a business
