Secondly, little to no taxes. If I discover an island, I would have to be able to pay for construction, and filing taxes is a lot of hard work. Instead, I would use a different method that doesn't require a lot of paperwork, such as sales tax or things like that. Last of all, everyone must follow each law or they'll get kicked out.
