         <description><![CDATA[<div>Given the federal / decentralized government structure in Canada, social protection involved - should involve (esp. if formulating overall strategy) involves a very large number of Ministries at the federal and provincial/territorial level and should involved all relevant non-government stakeholders (labour, civil society and ideally direct citizen consultation).&nbsp; I do not have enough direct experience in this are to fully know which stakeholders have what degree of power and influence - beyond government stakeholders.&nbsp;Also, beyond particular thematic civil society interest groups, public support for (extensive) social protection programming is not uniform among the population - depending on their political views on government spending / tax levels and 'reach' into individual citizens lives, etc.</div>]]></description>

         <description><![CDATA[<div>In the Kenyan context, Ministry of Labour and Social Protection is taking the lead; other ministries include, Finance and Health. The definition of social protection in Kenya had been set in the 2011 National Social Protection Policy as: ‘Policies and actions, including legislative measures, that enhance the capacity of and opportunities for the poor and vulnerable to improve and sustain their lives, livelihoods, and welfare, that enable income-earners and their dependants to maintain a reasonable level of income through decent work, and that ensure access to affordable healthcare, social security, and social assistance.’ The national social protection sector comprised three pillars:<br>•<br>Social assistance, which offer ‘direct cash transfers to poor and vulnerable people over their life-cycle’ and, in Kenya, are financed either from general government revenues or by donors.<br>•<br>Social security, which is financed by contributions from individuals and employers and aimed to offer ‘retirement schemes to informal sector workers and to increase the range and adequacy of NSSF benefits.’<br>•<br>Health insurance, which was also financed by contributions from individuals, employers or government and aimed to offer all citizens access to health services<br><br><br></div>]]></description>

         <description><![CDATA[<div>The key stakeholders to work with when designing and implementing social protection&nbsp;systems, mainly the ministries, the syndicates, the key persons in the communities, in Lebanon also we have the leaders in each area (Political), in Lebanon also we have religious leaders, national and international NGOs, key persons speaking for the vulnerable groups (LGBTIQ, Persons with disabilities, etc), UN agencies, Makhatir مخاتير وقائمقام, to include also all the refugees, workshops and focus groups can be made with everyone to gather all the needs, gaps, challenges. When collecting information we need to include everyone because once someone is neglected the programme cannot be implemented, some people have power to stop everything in a second.</div>]]></description>

         <description><![CDATA[<div>They key actors are the Federal Department of Home Affairs (including various sub-offices such as the Federal Office for social insurances and for Statistics), Federal Department of Finance and the State Secretariat for Economic Affairs as well as the Parliament. It also includes State level ministries since Switzerland is a decentralized State as well as social partners (unions, associations, civil society organizations...etc). I would say that all stakeholders have a high interest but their level of influence would depend on the level (federal or state level) as well as the way they are organized (e.g. civil society organizations). Usually every major decision on social security will be put to a public vote/referendum so the public would also have a strong influence and say (but sometimes a very low interest in voting).</div>]]></description>

The influence and interest in social protection by the various stakeholders vary according to their mandate and function. On the one hand, the Ministry of Gender, Labour, and Social Development spearheads the implementation of the National Social Protection Policy and thus has high influence and high interest.          <description><![CDATA[<div>The stakeholders to work with when designing and implementing a social protection system are also follows: the Federal, State, and Local Governments as well as Civil Society Organizations, the private sector, and international development partners. These are the specific duties of each stakeholder.</div><div>The Federal Government shall provide leadership in all aspects of implementing the policy; enact legislations and provide enabling environment; review Social Protection Policy; ensure timely and adequate discharge of financial obligations; seek international cooperation and collaboration towards the success of the Policy; and enhance the capacities of States and Local Governments for effective implementation of the Policy.</div><div>The National Social Protection Council: This consist of The Vice President as the Chairman; The Minister for Budget and National Planning as the head of Secretariat, Minister of Labour as a member; Honourable Ministers of relevant Ministries, Representative of the organised private sector; Representative of Civil Society Organizations Representative of Nigeria Governors’ Forum and ALGON, Representatives of the OSSAP/SDGs Office, i. Special Adviser to the President on Social Investment, Representative of NISER and, NIMC.</div><div>The States Government: Sub National Social Protection Framework States are expected to adopt and adapt the Policy and provide matching grants for the implementation of the programme. They are also to be involved in the implementation of the NSPP. States have the flexibility to replicate the structures existing at the Federal level.</div><div>The Local Government Areas (LGAs) The LGAs are to be involved in ensuring the implementation of programmes at the local government level and provide counterpart support. They are also expected to be involved in mobilization, sensitization and participate in the monitoring and evaluation process.</div><div>Traditional Rulers/Community Leaders Implementing MDAs shall ensure the Involvement of community level governance structures in delivery of the social protection services in LGAs and communities shall support effective programme implementation and build community confidence in collective action.</div><div>Civil Society Organizations and Community Based Organizations Civil Society Organizations including CBOs are important to the monitoring and evaluation of the NSPP. These organisations are accountable to their constituents who are mostly the beneficiaries of social protection programmes. They shall work through their respective LGAs as partners to ensure that the policy achieves the intended objectives, support transparency and accountability mechanisms on the social protection process and improve communication and information sharing to inform people about their rights and obligations. They will be expected to support policy and programme development through evidence-based research.</div><div>International Development Partners (IDPs) The Federal Government shall collaborate extensively with IDPs in the implementation of the NSPP. The specific functions of IDPs shall include a. systems strengthening through provision of technical assistance; b. research and logistic support; c. sharing lessons from global experience; d. capacity building at all levels for sustainability and; e. making predictable financial commitments for effective policy delivery. 4.7 Regulation and Dispute Resolution: The implementing MDAs shall have in place internal mechanism to handle all matters relating to complaints, disputes, fraud and fraudulent practices while other issues outside their jurisdiction should be referred to the appropriate judicial and enforcement institutions.</div><div>Institutional Development Institutional development is critical to the achievement of the implementation of the NSPP. Therefore, Government and partners shall invest in developing the capacities of institutions for a sustainable social protection at all levels of government and across MDAs.</div>]]></description>

         <description><![CDATA[<div><strong>Key stakeholders<br></strong>In my country, the mother ministry for Social Protection would be the Ministry of Local Government and Rural Development through its Department of Social Protection. But because SP is broad other stakeholders include Ministry of Finance (for financing Social Protection activities across all ministries), Ministry of Health, Education Agriculture, Labour. The other players will be the local authorities particularly the Social and Community departments who implement various SP policies and Programs for citizens at local level, Civil Society organizations (Disability sector, children, gender and family, unemployment e.t.c.), Community based organisations, project/programme sponsors/donors, UN agencies in the country such as UNICEF. I rarely notice the regional agencies in dialogues and i would advocate that they too should be be present to give direction, for example, SADC and AU through its representatives in the country, this will help in bringing the regional and continental context into the process of Social Protection Planning. Lastly, the media and citizens who access various programmes.</div>]]></description>

Yet, after America invention and after ISIS, the social protection floor that were available such as but not limited to free education and health care started to back off and many private schools initiated instead of rehabilitate the public schools were existed. The same scenario applied to health care as well. In nutshell to develop the SPS the government must take the decisions and start take the actions required to enhance and develop the entities already available, and initiate a new once that responsible on follow-up and monitor the social protection system in country.</div>]]></description>
