The milk on the farm has mysteriously disappeared, but we find out Napoleon and his pigs have stolen the milk for their mash. This is when we begin to see the true intentions of Napoleon, to dictate and rule the animals instead of living amongst them. We also see Squealer begin to use his propaganda to back up the actions of Napoleon.

Earlier in the book, Napoleon took in some dogs to train as his army. After a heated debate about building the windmill, Napoleon calls these dogs out to chase Snowball out of the farm.

Napoleon begins twisting the words of the commandments. For example, when animals began confessing their sins and saying they were influenced by Snowball, those animals are executed. Then the commandment is changed to "No animal shall kill any other animal WITHOUT CAUSE". Napoleon starts to abuse his powers as a leader and becomes even more corrupt. Eventually, all the commandments are erased and left with one, "All animals are equal, but some animals are more equal than others" and "Four legs good, two legs better".

Napoleon goes against the values and rules he spoke about at the beginning of the book and starts to portray human characteristics. He reads human magazines, walks on two legs, wears human clothes, and eats from a human plate. When having a meeting with the humans, the animals observe and realize how similar the pigs and humans are acting.
