         <description><![CDATA[<div>President Woodrow Wilson said in a speech he made before Congress on August 19th, 1914 "The United States must be neutral in fact, as well as in name, during these days that are to try men’s souls. We must be impartial in thought as in action”. (Reading Like A Historian) This shows that the President was trying to remain neutral, but later evidence shows that he eventually just entered the war.</div>]]></description>
