This is because in mist of conflicts in 2003, over 2 million people were displaced and over 300,000 were killed. Dafur has been in an unstable state since Sudan got independence from British and Egyptian rule in the 1950's. Violence reached a high point in 2003 and soon after the Sudanese military started a genocide to crush insurgencies. Rwanda is a genocide because it started with a large massacre that lead to many deaths and other tragedies. 

This happened in Eastern Africa, by a group of Hutu majority government.
