      <description>A one-way dual language program serves primarily students from the same language background—typically, emergent bilinguals who speak Spanish at home—by delivering instruction in both English and the partner language. Two-way dual language programs bring together two groups of students—English speakers and Spanish speakers (or another partner language)—in the same classroom. Both groups learn through instruction in English and the partner language, ideally in equal balance. Essentially, one-way programs are intended only for ELL students, while two-way programs aim for bilingualism for all students. </description>
